Delhi dates by Metro line. The network is the reason somebody in Rohini and somebody in Saket can plausibly meet on a Tuesday, and the reason a plan dies the moment it needs a cab across the city at rush hour. Hauz Khas and its village, Khan Market, Connaught Place, the cafés around Champa Gali and Saket's cinemas carry most of the first meetings, and Lodhi Garden or Sunder Nursery carry the ones where someone would rather walk than sit. The calendar matters more here than in most Indian cities: May and June push everything indoors or past sunset, and the good months between November and February are when the city eats outside and stays out. It is a city of people who moved here for a job or a degree, so 'where are you actually from' is a normal second question rather than a rude one.

Which parts of Delhi work best for a first meeting?

The ones on a Metro line that you can both name without checking. Hauz Khas, Khan Market and Connaught Place are the defaults for exactly that reason, Saket works for anyone coming up from the south, and Lodhi Garden or Sunder Nursery are the good answer when the weather is good and neither of you wants to sit in a café for two hours.

Does the weather really change dating in Delhi?

Yes, and everybody here plans around it. Late spring and summer move the whole thing after dark or into somewhere air-conditioned, the monsoon is unpredictable enough that a backup plan is standard, and the winter months are when the city's outdoor life reopens. If you are matching in June, suggest an evening. If you are matching in December, suggest a garden.
